ПОБЕДИВШИЙ НАРОД
НЕ ЖЕЛАЕТ ОСТАВАТЬСЯ «ЁЖИКОМ В ТУМАНЕ»
В среду, 19 января, в пресс-центре «Юга» состоялась пресс-конференция инициативной группы общественного комитета народного контроля Одесщины «Прозора влада». Собственно, создание такой структуры предусмотрено победителем президентских выборов Виктором Ющенко по одному из указов его программы «Десять шагов навстречу людям».
Координатор инициативной группы член регионального избирательного штаба Виктора Ющенко Андрей Ищенко зачитал декларацию, принятую 15 января, в которой, в частности, говорится: «Мы, граждане Украины, участники «оранжевой революции» и активисты избирательной кампании Виктора Ющенко, заявляем о создании общественного комитета народного контроля Одесской области «Прозора влада». Наша главная цель — это народный и общественный контроль над прозрачностью формирования и функционированием новой власти в Одесской области».
Далее в декларации отмечается, что «народные контролеры» планируют проводить мониторинг на должности в исполнительной власти области с тем, чтобы не допустить к руководству лиц, которые «запятнали себя сотрудничеством с режимом Кучмы, фальсификаторов выборов и сепаратистов».
Участники инициативной группы подчеркивают: «Мы считаем, что сегодня, после событий на Майдане в столице и сотнях майданов по всей Украине, общество имеет право не просто наблюдать за кадровыми и иными решениями новой власти, но и принимать участие в обсуждении таких решений, иметь свой голос в этих вопросах. Мы категорически против подковерной борьбы за власть в регионе, городе и стране, против непрозрачных договоренностей между кланами и группировками, за честный и прямой диалог власти и общественности.
Мы не хотим и дальше оставаться наблюдателями очередной «драки бульдогов под ковром», которая может завершиться тем, что новая власть станет похожа на старую, а общество вновь утратит веру в возможность демократических преобразований».
Увы, повод для тревоги, озвученной инициаторами создания комитета народного контроля «Прозора влада», имеется. Достаточно вспомнить, как аккурат накануне третьего тура (то есть переголосования второго тура) президентской гонки новый начальник не подхватил, а, что называется, вырвал знамя из рук руководителя регионального избирательного штаба Виктора Ющенко, который до того более года возглавлял «нашеукраинцев» области. Одесситы от этих кадровых перемен буквально опешили. Потому как суть этой штабной кадровой рокировки для многих рядовых граждан осталась непостижимой. Известно ведь, что коней на переправе не меняют. И итоги переголосования
26 декабря на Одесщине только подтвердили эту аксиому…
Правда, люди, искушенные в политических интригах, уже тогда смекнули: мол, это началась борьба за начальственные портфели в регионе. И судя по слухам, которые поползли по Одессе сразу после победы Виктора Ющенко, такие предположения «искушенных» вовсе небезосновательны.
Андрей Ищенко, отвечая на вопросы журналистов, назвал фамилии тех, кого молва, например, прочит в губернаторы. Это Ворохаев, Козаченко, Жвания, Бродский, Куренной, Цушко, Киссе. Возглавит ли кто-то из вышеназванных политиков нашу область — покажет время. Однако, по мнению членов «Прозорої влади», назначение на пост губернатора, как и на другие значимые должности, должно происходить открыто, прозрачно, с учетом мнения обществен-
ности.
— Это знаково. С этого начинается прозрачность власти. С этого начинается демократия, — подчеркнул А.Ищенко.
К сожалению, отмечали участники пресс-конференции, отсутствие официальной информации зачастую подменяется слухами, которые будоражат общественность, порождают неверие в то, что новая власть способна и готова обеспечить торжество подлинной демократии в регионе.
Так, судя по слухам, горголова Руслан Боделан якобы уже договорился с кем-то из окружения Виктора Ющенко, что ему позволят остаться у руля города. А люди из мэрского окружения тоже будто бы договариваются с некоторыми лидерами «оранжевой революции» в Одессе, и даже кое-кто из них оказался включенным в состав делегации от Одесщины на инаугурацию Президента Украины Виктора Ющенко(?!).
Как было заявлено на пресс-конференции, комитет «Прозора влада» обратился с открытым обращением к руководителю Одесского регионального штаба Виктора Ющенко Алексею Козаченко с просьбой опубликовать в СМИ «списки делегатов, сформированные Одесским региональным штабом Виктора Ющенко, которые будут представлять Одесскую область во время инаугурации нового Президента Украины. Считаем, что в этом знаковом событии должны принимать участие личности, которые действительно доказали своей гражданской позицией верность демократическим принципам».
Когда этот материал готовился к печати, в комитете «Прозора влада» ответа от г-на Козаченко еще не получили. Поэтому я попыталась выяснить список делегации непосредственно в штабе. Позвонила члену штаба Александру Голокозу. Ответ его был выдержан в лучших традициях бюрократии:
— Никаких списков я диктовать не буду, у меня люди, я не могу говорить.
Что было делать? Набрала мобильный А.Козаченко.
— Перезвоните минут через пятнадцать — двадцать, — сказал Алексей Алексеевич.
Увы, ни через пятнадцать, ни через двадцать минут, ни через полчаса его телефон так и не отозвался…
Поэтому мы приносим искренние извинения читателям «Юга», всем, кто поддерживал на выборах Виктора Ющенко, за то, что не смогли обнародовать список участников инаугурации народного президента от Одесщины.
Что же касается обеспечения прозрачности власти, то эта проблема, похоже, волнует в нашей области многих. Когда верстался номер, в «Юг» поступили сообщения из Балты и Килии, в которых горячо поддерживается инициатива создания общественного комитета народного контроля «Прозора влада»: «От лица многих тысяч сторонников В.А.Ющенко Балтщины хотим выразить поддержку организации общественного комитета народного контроля Одесской области «Прозора влада». Можете быть уверены в нашей всесторонней помощи на местах, рассчитывать на нашу принципиальную позицию. Нет перевертышам и политическим банкротам в новых структурах власти народа на местах!».
В обоих заявлениях сообщается о готовности включиться в организацию отделений «Прозорої влади» на местах.

The Victorious Nation Wishes not Remain a Dummy
On Wednesday, January 19th, the initiative group of the public committee for the people’s oversight in the Odessa region "Transparent Government" held a press conference in the press center of "Yug". The winning candidate in the presidential election, Viktor Yuschenko, has himself provisioned such institutions in accordance with one of the decrees of his “Ten Steps towards the People” program. The coordinator of the initiative group, member of Victor Yuschenko’s election campaign staff, Andrei Ischenko, read the declaration accepted on January 15th, which stated the following:
“We, the citizens of Ukraine, the participants of the Orange Revolution, and the activists of the elections campaign, announce the creation of a public committee for the people’s oversight in the Odessa region “Transparent Government.” Our main goal is public supervision over the transparency of the formation and functioning of the new government in the Odessa region.”
Further the declaration states that "public comptrollers" are planning to conduct monitoring of government positions in the region "lest persons tainted by collaboration with the Kuchma regime, election forgers, and separatists, get into public offices."
The participants of the initiative group have emphasized the following:
“We believe that today, in light of the events that took place in the Independence Square in Kiev and in hundreds of town squares all over Ukraine, the public has the right not only to oversee the administrative appointments and other decisions of the government, but to take an active part in discussions over such decisions, to have a say in these matters. We are categorically against any secret battles for power in the region, the city, and the country, non-transparent deals among the clans and interest groups. We stand for an honest and direct dialog between the people and the government.
We do not wish to remain silent watchers of “bulldogs fighting under a carpet,” which could result in the new government resembling the old one, and the general public losing trust in the potential for democratic reforms.”
Unfortunately there is reason to be alarmed as expressed by the organizers of the committee for the people’s oversight "Transparent Government.” In a recent anecdote, immediately prior to the election runoff, one of the new regional bosses literally seized the initiative from the regional campaign manager for Viktor Yuschenko who had been the head the "Our Ukraine" organization in Odessa for two years. Such administrative rearrangements have dumbfounded the citizens of Odessa since the essence of such manipulations in the administration has remained a mystery for the majority of common townsfolk. As the proverb goes, "you do not swap horses while crossing the ford" [Do not change arrangements while you are in the middle of a difficult task or until a crisis is over]. The results of the election runoff have proven this axiom yet once again.
People versed in political intrigue, however, have understood that this is the beginning of a fight for high positions in the region. Judging by the rumors that have spread throughout the Odessa region immediately following Mr. Yuschenko’s victory in the election, such assumptions are not baseless.
Responding to journalists’ questions, Andrei Ischenko named those that by some predictions could take the governor’s seat. Among them are Vorohayev, Kozachenko, Zhvania, Brodsky, Kurennoy, Tsushko, and Kisse. In the course of time, we will know whether any of these people will head our region. According to the opinion of the members of "Transparent Government" the governor’s appointment as well as other positions must be done openly, transparently, by taking the general’s public’s opinion into account.
"This is significant. This is where the transparency of the government begins. This is where democracy begins," Ischenko emphasized.
The participants of the press conference stated that unfortunately the absence of official information is often being substituted by rumors, exciting the public, and evoking mistrust in the new government’s will and ability to assure the victory of authentic democracy in the region.
According to one such rumor the mayor of Odessa, Ruslan Bodelan, has allegedly struck a deal with someone from Yuschenko’s encirclement for him to remain the city’s mayor. People from the entourage of the mayor, on the other hand, are also making alleged deals with some of the leaders of the Orange Revolution in Odessa, and some of them are said to be included in the list of guests for the inauguration of the President of Ukraine, Viktor Yuschenko.
It was stated at the press conference that the "Transparent Government" committee had addressed the leader of Odessa’s regional headquarters of Viktor Yuschenko, Aleksey Kozachenko, in an open letter requesting to publish "the list of delegates who will represent the Odessa region in the upcoming inauguration of the new President of Ukraine, made by the regional headquarters of Viktor Yuschenko. We believe that persons who by their civil stance have proven their loyalty to democratic principles should take part in this significant event."
As this article was prepared for publication, the "Transparent Government" committee had not yet received a response from Mr. Kozachenko. Therefore, I decided to find out the list of delegates myself by calling the headquarters directly. I called a member of the headquarters, Alexander Golokoza. His was a response of a typical bureaucrat: "I am not going to give out any lists; I have visitors here and I can’t talk now."
What was there to do? I dialed Kozachenko’s cell phone.
"Call back in about fifteen or twenty minutes," Kozachenko told me.
Unfortunately, calls were responded neither in fifteen, nor in twenty minutes, not even in half an hour. Therefore, we apologize to all "Yug" readers as well as to all Yuschenko supporters for our not being able to provide a list of the delegates from the Odessa region for the inauguration of the people’s president.
As for the transparency of the government, it seems this issue concerns a great many people in our region. As this issue was made into page, "Yug" received two messages from the cities of Kiliya and Balty in which they expressed their firm support for the creation of the public committee for the people’s oversight "Transparent Government."
“On behalf of many thousands of supporters of Viktor Yuschenko in the Balta region we wish to express our support for the formation of the public committee for the people’s oversight in the Odessa region 'Transparent Government.' We assure you of our multifaceted aid in the fields. We assure you of our firm principles. We say no to hypocrites and political bankrupts in the new regional government!”
Both of the messages express a wish of taking part in the formation of local branches of "Transparent Government."

I am a native speaker of Russian, though I have also spoken Ukrainian for many years fluently and have read all of the main literary pieces--poetry and prose.
I have also lived for over fourteen years in the United Stated where I graduated high school and graduated from University of Texas at Austin with Highest Honors in two majors: 1. Linguistics 2. Russian, Eastern European, and Eurasian Studies with a GPA of 4.00.
I've been mostly translating media sources. Since TV programs and newspaper articles deal with a great variety of topics, I have had a chance of translating texts of various contents, though chiefly dealing with current events, politics, social issues, linguistics, etc.
While in Odessa, Ukraine I had various translation jobs. These were mainly orders from international students--mostly from India--dealing with the medical field, though my strongest field is translating newspaper articles. Since then I have been translating various media sources as well as instruction manuals for organizations in Ukraine, Russia, and the US.
I have to point out that I have been living continuously for fourteen years in the United States where I have acquired fluency in colloquial English as well as various other styles.
As for my native language, which is Russian, I am experienced and fluent in it as any native speaker would be. I constantly update my knowledge of contemporary usage of the Russian language via literature, press, the internet, as well as by traveling.
I am also a speaker of Ukrainian and I am able to translate to and from it as well. I have received my education in both Russian and Ukrainian while living in Ukraine. Hence my knowledge of Ukrainian is almost as good as that of Russian. I review Ukrainian press and other media sources on constant basis to update my knowledge of contemporary usage of Ukrainian, and improve my Ukrainian lexicon.
