This is from a property registry. I have no idea what the first line sould mean. The second and third seems to be referring to notaries. The document I am translating is not notarised and it is for a timeshare.

I guess it refers to the allocation of the property to somebody, since it was not allocated in the first allocation period.
¿Does your document refer to a public auction somewhere?

No, there is no reference to a public auction. But I have more or less the same as you "Title: item: second allocation." Seems to make some kind of sense.
