Portuguese term

Juiz Corregedor Permanente

Portuguese to English Law/Patents Law (general) Brazilian marriage certificate
THe marriage certificate starts with .."conforme portaria do MM. Juiz Corregedor Permanente deste Serviço, veiculada no Oficio 369/2010 ......." The certificate was issued by the REGISTRO CIVIL DAS PESSOAS NATURAIS, but I have no idea who this juiz corregedor is - some kind of investigating magistrate was suggested by a Portuguese to Italian translation (giudice ispettore permanente...). Apart from that this is a very straightforward normal marriage certifiate; please can somebody explain this title to me? Many thanks!

Discussion

Heather Phillips (asker) Nov 28, 2019:
"The director of a General Register Office is or was often titled Registrar General or Registrar-General". Taken from Wikipedia, admittedly, but this source is often very useful :)
Heather Phillips (asker) Nov 28, 2019:
I made my decision based on Duarte's explanation of the situation in Brazil, where this certificate was issued. I had no reason to think that this was a judge and it seemed out of context for it to mean "judge" since reference is made to the Registry Office services, which are, I believe, regulated by senior registry office officials (such as Registrar General) rather than a judge. Registrar General rather than General Registrar. The client is happy with the solution so I am happy too. Thanks again to everybody for their contributions.
Mark Robertson Nov 27, 2019:
@Mario You are right in this case Mário. General Registrar cannot be a correct answer in the context. The point about the registrar is just a footnote.
Mario Freitas Nov 27, 2019:
When the asker is in the UK, I never insist too much. I'm not acquainted with the British law system.
Mark Robertson Nov 27, 2019:
But no... I second Mário. A juiz corregedor, in this context, is a judge who has hierarchic powers in relation to subordinate judges and courts within his/her judicial district.

However, in common law jurisdictions, a registrar (not a General Registrar) is a junior judicial officer:
"In common law jurisdictions, registrars are usually judicial officers with the power to hear certain civil matters such as interlocutory applications and assessment of damages. In some jurisdictions they may also hear trials of cases if both parties consent.[1] Registrars are assisted by Deputy-Registrars, who in common law jurisdictions are sometime called masters.[2]"

Mario Freitas Nov 26, 2019:
But... A registrar is not a judge.
Heather Phillips (asker) Nov 26, 2019:
Many thanks to everybody who has contributed to this discussion, several of the solutions sound good, but I finally decided to go with Registrar General. All very good suggestions :)

Inspector General / General Registrar

It seems as though there are a few questions to be answered, in order to try and come to the right official designation of that specific office:

1 - It is clear this is a marriage certificate; (in the UK) the person under whose authority all marriage certificates are redacted (apparently this Juiz Corregedor in Brazilian law) is the Registrar General (or the Superintendent RG); so this is one option, although this person might not be a judge.

2 - This expression seems to be on of those legal expressions that introduce certain specific documents (in order to keep formality), in this case a marriage certificate, so it doesn't tell us much about the relation between that person (Juiz Corregedor) and the legal effects being created (legal union between 2 persons).

3 - In the end, one has to decide wether to translate the terms - and in this case (in the UK) it would be the Inspector General -, or the idea (referring to which person in the target legal frame has the competence to issue such certificates, or under whose authority one such certificate is issued) - in which case it would be General Registrar.

Thanks Duarte, that seems to fit the bill perfectly, and special thanks for the very complete answer :)

4 KudoZ points awarded for this answer. Comment: "The explanation given by Duarte seems to correspond exactly to this context so I feel that Registrar General is the best term as it is internationally used"

(permanent) Chair of the judicial council

No dicionário da Maria Chaves de Mello: corregedor = chair of the judicial council.

Merriam Webster: judicial council: a governmental agency usually composed of judges and lawyers and established to study and make recommendations to the legislature on alterations in the laws and in the administration of the courts
judicial councils … devise ways of simplifying judicial procedure
