To Issue Applicant a Licensed Engineer or Land Surveyor Certificate
Together with the application you must send the following documents:
Photocopy of your diploma and the original (the original will be returned to you as soon as the Board considers the application), or an official certification signed by the Dean or the Register of the University verifying your graduation.
(GRADUATES FROM FOREIGN SCHOOLS MUST LEGALIZE THE DIPLOMA AND DESCRIPTION OF ENGINEERING OR LAND SURVEYING COURSE BY THE UNIVERSITY AND AT THE AMERICAN EMBASSY).

Actually, “Certification/Legalization/Authentication of Signature” are commonly used in this type of certifications; the verb is usually “to certify”, and “certifying officer” the title.
